Lucy can be found in Astral City. Go to the “Mobius’ One Stop Shop” and go to the second floor. She will give you the quest “Sore Throat Soother”. Complete the quest and return to find the Colosseum reopened. Speak to the Diligent Clerk again to complete the quest.
